IMMIGRATION has been one of the top issues for voters for years. During the General Election campaign, the Tories' pledge to cap immigration seemed like a welcome response to public concerns. But the Coalition's immigration cap misses the point.
The cap manages to deal with the immigration that bothers virtually nobody while doing little about the immigration that does worry people. It stops those coming to this country who would pay more in taxes than they take out in services.
