The plans submitted by a developer called Jarrow Investments for an 8,000-home new town at Hinxton Grange, just off the A11 in Cambridgeshire, seemed carefully construed to make sure residents would enjoy the convenience of shopping on their doorstep a large supermarket was planned to be at the heart of the site.
