The plans submitted by a developer called Jarrow Investments for an 8,000-home new town at Hinxton Grange, just off the A11 in Cambridgeshire, seemed carefully construed to make sure residents would enjoy the convenience of shopping on their doorstep a large supermarket was planned to be at the heart of the site.

It was only when the East of England Regional Assembly the Government's unelected and unaccountable planning quango in East Anglia looked into the development a little deeper that it transpired Jarrow Developments was really a front for the supermarket giant Tesco.
