SCENES from modern Britain. In genteel Bath, on the steps of the Guildhall, a young woman rolling and smoking a cannabis joint, clearly unbothered by the unenforced drug laws and the vanished police force, but careful to abide by the anti-smoking regulations inside the building.

Not far away, at the police station, an illuminated sign at reception warning motorists (presumably having parked nearby) not to leave valuables in their cars, so Avon and Somerset Constabulary plainly doesn't have a high opinion of its deterrent powers.
