A fool never learns from his mistakes, a wise person never makes the same mistake twice, and a genius learns from the mistakes of others and so avoids making them in the first place. In Britain, our governments are always firmly in the first category.

Although I was disappointed, I was not surprised to hear that when Tony Blair and Gordon Brown received the recent report by economist Sir Nicholas Stern,which set out the dangers of global warming, they saw it as a golden opportunity to increase the tax burden on the public. This took the form of road tolls, more duty on fuel and increasing the cost of the vehicle tax disc for larger cars. They were even talking about increasing the tax on the gas and electricity we use in our homes.
