Back in the Eighties, libraries looked as if they were on their last legs. Poorly funded and under threat from rapid advances in home computers, they were outdated places with peeling paint and ageing stocks of musty books that few wanted to borrow.

But today's libraries are being developed at the heart of new and regenerating communities. And, as a result of deals between councils and developers, homes are being built directly above, as well as around, them.
