BUNGLING civil servants have failed to include private clubs in the Scottish Executive's controversial new plans to ban smoking.
The legislation, which could be unveiled on Wednesday, will not cover Scotland's 2,500 members-only clubs including everything from golf, rugby and football clubs to masonic lodges because of an oversight by government officials drawing up the proposals.See the full content of this document
