THERE were plenty of things wrong with the old House of Lords before Tony Blair got his hands on it. It was not remotely democratic; it had a built-in Conservative bias.
Tory governments shortsightedly took advantage of this without realising the great and justified resentment they were storing up for when they eventually lost power.
