One of the consequences of international interventionism is that powerful countries such as Britain can offload their failed politicians on to weak ones.

This is what has happened in Bosnia, which for the past three years has been governed by Paddy Ashdown (now Lord Ashdown), the former leader of the Liberal Democrats who was appointed 'High Representative' in May 2002.
