Ms E.M. writes: I run a small florist shop. I was approached to take advertising in a brochure to be produced for a local funeral director and I paid Pounds 413 to the publishing company, Downstream Marketing, which also calls itself Bereavement Publishing Services. However, the funeral director was not happy with the proof copy of the brochure and cancelled publication. Now the publisher refuses to refund my Pounds 413, saying that it does at some point intend to produce the brochure.
