SCHEMES worth [pounds]365 million that aim to ease congestion on the railway network have been rejected by the regulator, despite a record 1.2 billion train journeys last year.

Network Rail, headed by Iain Coucher, has opened negotiations with the Office of Rail Regulation in an attempt to reinstate the schemes.
