A GOVERNMENT quango set up to help give workers key skills has actually destroyed up to 40,000 jobs, according to construction industry leaders.
The Learning and Skills Council was forced to admit earlier this month that Pounds 2.7 billion it had allocated to 79 further education colleges to build classrooms and laboratories was not available.
