SCOTLAND'S council tax bills are to be frozen and then abolished in favour of a local income tax, the country's First Minister has revealed.

SNP leader Alex Salmond confirmed his administration would work with the Lib Dems to cap bills at their current rate for the next two years before introducing the new tax effectively bringing council tax north of the border to an end.
