IT IS strange, given all the unfocused rage of the past year, that this week there occurred an episode which betrayed the precise nature of the problem with the Cowen Government - and nobody appeared to notice. I felt this moment acutely for a number of reasons, mainly because, as one of those who invested in a second home during the boom years, I have had an increasing sense lately that the State is shortly to begin squeezing even harder those who have something to show. Already, Brian Lenihan has imposed a E200 tax on second homes and this is likely to prove just the thin end of a very thick wedge.

The moment I speak of had nothing directly to do with this, however, but with an entirely different kind of investment: in the fortunes of greyhounds and racehorses and the calculated caprice of slot machines. I have in mind the revelation that Brian Lenihan has backed down on his Budget commitment to increase betting tax by a modest one per cent.
