Losing out to house price inflation

My two per cent pay rise this year was based on the Government's official inflation index. Yet house prices are going up 20 per cent a year, making it ever more impossible to get my foot on the property ladder. Unless something else is falling sharply in price, how come official inflation is only two per cent?
