Summary
Sir Michael Lyons, who has now been appointed chairman of the BBC Trust, published his final report on local government in March. It is a well considered piece of work, if not exactly a 'page-turner'. Some of us became rather twitchy when he was appointed to the BBC job; he did not seem to know much about broadcasting; we were not sure that the BBC Trust could be effective; Sir Michael had rather too many links to Labour.
