These are among the key findings of a new BPIX poll conducted by The Mail on Sunday - which makes sober reading for Mr Brown as he prepares for the Labour Party conference in Brighton this week.
Damagingly for Mr Brown, his performance is seen as worse than that of Neil Kinnock, who lost two General Elections.
